Webhook Operations

A webhook integration needs to keep working through periods when the receiver is offline. Suppose a partner's receiver is unavailable for an hour while the bookstore continues generating exports. Notifications accumulate, and when the receiver returns, sending the entire backlog immediately could take it down again. Deleting the backlog would leave completed exports undiscovered.

Operating webhooks means preserving delivery intent, controlling attempts, and providing a safe recovery path.
